Datastore Incorrectly Mapping

Does anyone else have any issues with their scenario routing incorrectly even though all the data store information is correct? 

 

I have about 50 entries and my newest one is causing issues. None of the others are routing incorrectly. This scenario should route to the user when, among other things like specified business division, etc, Select request type is Marketing Page Updates

 

Fusion is saying Marketing Page Update is selected when it is not. Basically it is routing to this individual when the criteria is not met.

I have 2 thoughts:

- it would be easier to tell if all search criteria were shared, the way it has been demonstrated no one will be able to tell what the problem might be

- same users is included multiple times in the DS, for some entries field "select request type" is empty, I'm just guessing that doing "contains" search through empty fields may be yielding wrong results
