Team creation permission

We would like to request the following:

Currently only system administrators can create teams.

We would like the following permission configuration to include access to create teams:

Users with a Plan license and assigned an Access Level which includes permission: Users> User Admin (Group Users)

If that is not possible, would it be viable to create a new selectable option in the access levels permissions window to allow us to configure the creation of teams.
