Tagging teams and users on document folders

There are times when a project is starting that documents get dumped into a folder to help kick-off the project. Our PMs then have to tag the team or individuals in each document to get them to take a look at it.

We'd love to be able to tag someone on a folder in the project's documents tab, rather than on each individual document.
