RESOURCING: Allow me to request a resource for approval

With the need to define a "Resource Manager" I get the feeling there is a slight bias in the tools towards companies that have a single Traffic/Resource Manager.

Ideally we would be able to:

a) define for a particular team a resource manager (e.g. one for each of Dev, QA, DBA, Networks)

b) allow this person to approve or reject assignments

This feature would of course be optional ;)
