"resolve comments" default setting system-wide

It'd be great to set by job role or layout template (not on each individual proof workflow set up) the resolve comments feature is enabled.

Impact: eliminate clicks for proof creator; consistent experience for workers who are making edits from comments (and can indicate they've resolved that comment);
