Proof Private Stages

Allow multiple private stages to share comments.

Currently, comments added on a private stage will only be visible to recipients on that stage or to system administrators. If a workflow includes multiple legal stage reviews, comments from one legal stage can not be viewed on a different legal stage. In this example, the goal should be to allow all legal stages to privately share comments.

Solution: Allow the option to select other stages that can be included under the same privacy view when indicating that a stage is private on a workflow.
