Project Specific Email Notification

Email Notifications are a Global Setting, but it would be great to be able to specifically "opt out" of email notification on a Project-by-Project basis.

There are some Projects my users are part of that they just don't need the default level of communication.

And they don't want to disable any My Settings > Email Notifications.
