planned hours in tickets/issues

We use issues in projects as "tickets" that can be submitted for additional work that is needed for the project. We are wanting to account for planned hours in these tickets. Looking at the ticket requests, we can update planned duration, but I'm not seeing hours. Is there a way around this or is the best course of action to convert the issue to a task?
