Notification When Issue is Completed for Project Owner

There should be an option for Project Owners to receive notifications when Issues on projects are completed, without the Project Owner having to be assigned to the Issue.

    I like this idea and it has come up more now that we have more departments using WF and differing workflows. On the same note, having notification options at project level would be beneficial.

    As a project owner it would be wonderful to get notification on completed (or closed) issues.
