New resource planner widget - include on Business Case tab

The project business case tab should enable project owners to do role budgeting just like they can today with the Legacy resource estimates widget. It doesn't make sense to make a person who is creating a project fill out the business case and then have to close the window and click over to the people tab, find the project, and then fill out role estimates there. Project role estimates should be accessible right on the business case tab.

Totally agree! And we'd also like the ability to 'budget to schedule' in the Business Case, and have that update the RP.
