New Issue Fields Add/Remove with Project Settings

Ability to edit what fields are visible when creating new issues within a project can currently be edited in the "Queue Setup" tab of a project. Would like to have these settings available as well in the "Edit Project" settings. This would allow these settings to be saved within a Project Template and duplicated for all desired projects. This setting are not always desired globally or even within a Layout Template grouping.
