More security options around templates

Would like more security options around templates. I want to be able provide a user the ability to create/edit a template draft but NOT allow them to create a project from this draft.

We have specific standard project settings & if a user creates a project without the admin first setting the standards on the template, we have problems.

Currently if a user can create/edit a template, I cannot stop them from creating a project "from that" unapproved template.
