Limit Number of Document Folders that can be added to a Task/Project

Currently, there is no way to regulate the creation of document folders. If there is a user who has access to edit a document, they can then add document folders.

There should be a way to limit the number of folders that users can create as well as which users are allowed to create those document folders.
