Identify Duplicate Requests and Link to Original

As ideas are submitted, duplicates are popping up. If the duplicate request really doesn't offer anything new, it should be linked to the original and have voting prevented so that votes aren't diluted.

Alternatively, linking a duplicate to the original could just figure out which unique votes exist on the duplicate and automatically add them to the original.
