I have a user who is a Planner that can not modify a Project's Priority.

Does the user have to be the Project Owner or System Admin?  I thought any user who is a Planner can modify any Project's Priority.

Ideas?

To add on to what @_manish_singh shared, in order to edit the Priority of a project a user must have all three of the following:

  1. A Plan license
  2. Edit access to projects (set via Access Levels - see screenshot above)
  3. Manage permissions to the project

If that is the case and you are still running into issues, I would recommend submitting a case into Customer Support and they can help troubleshoot!

Planners can be restricted from modifying project details from their access level settings. For example, in the screenshot provided, even though the License Type is set to 'Plan', the user has limited permissions to 'View' the project but not edit it.

Again, the next step would be to check the permissions in the project sharing.
