Hours Report with 0 actual hours (Missing hours)

I am trying to build an hours report that will show tasks that have planned hours but actual hours are 0. Is this possible? The report just keeps coming up blank...

 

Here are the filters I am using:

 

Task>>Planned Hours is greater than 0H

Task>>Actual Hours is equal to 0H

Hour>>Owner ID is equal to $$USER.ID

@jhulet An Hour Report only pulls in logged time, so if you are looking for tasks that have 0 actual hours, I would expect zero results. You may be better off running a Task Report that filters for Planned Hours > Greater Than > 0H and Actual Hours > Equal > 0H.
