Group Admin isn't able to log in as another user

I have a few users that are group admins that need the ability to log in as another user, in order to close out projects that have been left open well past when they should be closed. However, I have had zero luck in setting this up and I am at a loss. I've spent a lot of time looking for how to enable this feature, but everything has led me to the same answers and none of them work. My Group Admins are showing that they have the ability to edit users in their group (but they aren't able to log in as another user in the group(s) they admin or even see the option to log in as them). So, I updated it to allow them to edit all users, and yet they can only go as far as seeing the option to log in as another but when they type in the name of an existing user in their group, the search bar in 'Log in As' doesn't populate and the log in button is grayed out. Am I missing something in my Access Level setup or something?
