Global Documents in Layout

As System Admins, we would love to be able to give people certain documents in their Document tab so they have access to them right away.

Example: Training Manuals for Agency 1. Would love to have the ability to put the training manuals in Agency 1 layout so that anyone we assign that layout, will see those manuals when they go to Documents on the top nav.
