Enhanced Utilization reporting

Current utilization reporting only shows information based on task / issue level assignments even looking backwards - it does not include actual hours billed against project etc.

Utilization looking forward being limited to assigned issues & tasks makes complete sense but if we look backwards we should include all hours billed by a user regardless of type so that we can see by user how much time the worked across all objects.
