Enable Two-way Notes Syncing

Currently, if you add a note to a project/proof and save it and then come back in and edit/append the note, the edit does not appear for other users to see. We're hearing this is because there is only one directional synching on notes and if you add the edit after the system has already synched, others cannot see the edit. I have a screenshot to share if helpful to show what the initiator added and then what others can see, to show the difference.
