Default Custom Form on Portfolios

We'd like the ability to have a custom form automatically added to all new portfolios. There are several reasons we want this, some of which are:

a way to specify portfolios that are holding projects we want to pull out to import into other systems (Enovia)
a way to classify portfolios as holding projects that are all related in some way (bikes, apparel, etc.) so that I can more easily pull the right projects out of Workfront and pull into Power BI
