Custom Field Permission Enhancements

The current permission model for Custom Forms and Custom Fields is too limited. Permission to edit custom fields is all-or-nothing, which prevents selective editing rights for specific custom fields to task assignees.

The custom form's permission setting is not helpful as it only determines who can view the custom fields in the form. It has nothing to do with editing rights.

I would like to request more granular permission per custom field on a custom form such that I can decide which fields are editable, which fields are visible, which fields are user-maintainable.

With this ability, I can decide which custom field is visible in the user's view, I can decide which fields are editable and which are not, and finally, which field can be modified by the end-user. This last permission would help us in support because users can manage the values in a drop-down list themselves (whoever is given the permission).

It would also be helpful if a special permission user such as "Assignee" is selectible rather than a specific resource or group or team, so that if I give permission to "Assignee", the custom field is editable by anyone who is the assignee of the task.
