Cost of user per week

I need to send a weekly report to upper management of the cost of each freelancer per week based on the hours that they logged. I assigned an hourly cost to each user and built a report that pulls in the time they logged at the task level and multiplies that time by their hourly cost. The issue I'm bumping into is that I have to manually click into all the tasks in each project template and update the "Cost Type" from "Role Hourly" to "User Hourly". If there is a simpler way to set the default to "User Hourly" or a different report that yields the same result please let me know. Thanks!
