Convert to Project: Show More Templates in Select Screen

When converting an issue to a project, the window only shows 5 possible templates.

I think the selection screen should expand to show more possible selections

WHY:

  • We have more than 5 templates. We have tried to limit the number of templates to a manageable amount, but it still involves a lot of scrolling.
  • I work in a multi-tenant environment. As the admin, I see 40 templates in my scroll window.
  • There's a lot of space on the screen that could be used to show an expanded list.

    We want to see this list expanded and easier to view and select the template you need, as well as the ability as admins to control which templates actually display, rather than all the templates a user can see as not all are used to 'create' projects
