Central location to share documents

Currently it appears that to share non project related documents with our users, I have to add them to a project and then share the project. If I only want certain people (ie our agencies) to see certain documents, I have to share each document which is quite time consuming. It would be helpful to be able to share a central folder with all relevant people so that they can access non project related documents (ie support guides).

We've been making Documentation projects to hold these types of files. Not ideal, but it works.
