Business Case form - No submit button

I'm having trouble trying to get the business case request feature to work. I've filled out all the fields that are required on the Business Case form, including goals, and I can not get the "Submit" button to appear at the bottom of the page as described in the help article. I also created a Path to walk it through two approvers. What am I missing? (I don't see anything listed in the discussion board about this so I'm now 100% sure it's user error!)
