Please consider the following improvements for Billing Records:

Billing date should be mandatory field or set to "today" by default
maximum of characters should be extended
it should be possible to add custom forms
There should be an update stream;
- Who has made changes?
- Changes in detail
- date of changes
Creator of the Billing Record should be shown

Level 2

Two more thing that came to my mind.

It should be possible to set restrictions based on i.e. Job Role or User who is allowed to set Billing Records to "not billed"
Furthermore it would make sense to provide a global setting, that Billing Records with an existing "Invoice ID" cannot be deleted (same logic as with tasks that have logged hours).
