Approval Process on issues - preserve history in approvals tab after a resolve project is created

In the Issue approvals tab, a process can be added and routed, but once the issue has a resolve project created, the information in this tab disappears. Proposal is for this information to persist in this tab for easier reference (instead of sifting through updates).
