Allow Users to Add Dashboards in New Experience

In the new UI, if a user does not have any dashboards applied to their layout template (or they are not assigned to a layout template), they cannot add dashboards to their view.

Users do not have the left nav showing dashboards if they don't have a layout template. The button to add custom dashboards is contained in that left nav (which is missing), preventing the user from doing it themselves.
