Allow Group Administrators without System Admin access to update all fields in a Users' profile

We tightly govern who has system access, but have granted group Administrative access to a team member so that she can update User profiles. With her plan (non-System Admin) access, she is able to update everything we need, except for team assignments. This seems really strange, and much like an oversight. Can this please be fixed?

    I agree - if the application allows for Group Administrators, then there should be a setting where the Group Admins are able to add 'Teams' to a user's profile without having to be added to the actual team.
