Admin Notifications have the ability to target by Log in date

For Admin notifications, would like the ability to target by "Last Log In Date".

In my environment we have all users in Workfront, 5,000, (to enable assignments as place holders). I need to be able to send out notifications to users who have a specific log in date, so that users not actively using Workfront do not get the notice.

Since I cannot do this now, it usually prohibits me from using the Workfront Admin notifications.
