Adding privacy levels within specific tasks

I'd like my team to be able to freely comment within specific tasks that the project initiator would not be able to see or access. Ex: Comments that my Creative Director might make to a layout (good or bad) that we wouldn't want the requestor to see. Since the requestors are within our company, we cannot use the "lock" tool when adding in our comments!
