Add system override option on projects to override percent complete calculation

We'd like to be able to calculate the percent complete for an individual project based on duration while leaving the system setting set to planned hours. It'd be great to have the ability to override the system setting on an individual project.

    We also have the need to set on project level the "Calculate Percent Complete based on" rather than system level.

    We have also run into this issue, and would like to have the ability to set this at the individual project and/or portfolio level.
