Ability to include custom fields for related objects in custom form field logic

We would like the ability to make a custom field on our Task Form a required field, if a field on our Project Form is set to a certain value.

For example, if we set the Capitalize flag on a project to "yes", we want the SOP Accounting Code field on all Tasks/Issues on that project to be required fields. Otherwise, they should be treated as optional.
