Ability to disable the “Approve” button on timesheet

How would you know that the manager has reviewed it, so that you can programmatically reactivate the "Approve" button?

The request is for admins to disable the feature across the department if time approval is not a required step in the process. Having a button to approve when they do not have a process step to approve is confusing and we found that people were just clicking the button without actually reviewing the time logged.

The scenario is that managers need to be aware of time entry but do not need to approve it.
