1 Hour vs. 1.0 Hours : Why does the Resource Planner see a difference?

Hello! Looking for some guidance to explain why the resource planner works like this, and has it always been this way? Issues with 1 planned hour of work do not show in the resource planner However, if I make it 1.0 hours of planned work, 1 hour (no decimal) shows in the resource planner In order to capture everything in the resource planner, is there a best practice you employ for planned hours on issues?
