The Answer is Adobe Target as segments from adobe analytics can be shared as experience cloud audience which can be used for personalization . You can refer below link https://experienceleague.adobe.com/en/docs/analytics/components/segmentation/segmentation-workflow/seg-publish 

In AEM authoring mode, Adobe Target integrations allow authors to preview and personalize content for different audiences.

So the integration between Adobe Analytics, Experience Cloud, and Adobe Target is key—but Adobe Target is the required solution to actually use those segments within AEM for personalization in authoring mode.
