@Shawn Flege‚ - I know you can stop users from logging time on completed/dead projects from setting that in the preferences area but it does not look like you can stop users from logging time on completed tasks. 😔 If this is something that is happening, you can probably build a report that shows the date the task was closed and add filters to show time logged after the "actual completion date".

Erica nailed it. It can only be done at the project level.

Once a project is complete, you can modify the life after death settings in Setup -> Timesheets & Hours -> Preferences -> Log time on projects that are complete.
