[Project Attachment Templates] Ability To Create Attachable Templates That Only Show Up After Initial Project Creation

Right now, any template that is created for a project shows up under the new project "Project+" button in the project object, but this idea is to allow the creation of project level templates that would not be used for initial project creation, but will show up in the "Attach Template" search bar once the project is created.
