The HTML5 New proof screen is not responsive to the size of a user's browser window. User must keep their browser window wider than 1100 pixels. Below 1100 pixels wide, the screen adds a scroll bar along the bottom. 1100 pixels is a fairly high threshold to expect a person to keep their browser window that large at all times, so most websites these days are coded responsively to react to the size of a viewer's window.
