Improve Time Zones in User set-up

Improve the Time Zones in the user set up:

1. Need the ability to add a Time Zone that's not in the list. For example, we need the Time Zone for Costa Rica and it's not available.

2. Add in the Abbreviations for the Time Zones to make them easier to find.

3. Alphabetize the Time Zones list to make it easier to find the one you're looking for.

Hey Adobe folks, any news on a time zone for Costa Rica? To be clearer: it's in Central Standard Time, no daylight saving. So it needs to be separated out from CST like Arizona is from MST.
