Hover modal for predecessors

Previously, when hovering over predecessors, there was a predecessor "fly over" that allows the user to link to cross-project predecessors. This option is no longer available in NWE.

We need to have a very intuitive and easy way to be able to access the cross-projects through the predecessors.
