Allow Project Sponsor to a required field

Allow the System Admin to set Workfront out of the box fields to be required such as "Project Sponsor".

We use the project sponsor's department information to drive reporting. If this is not populated, we a) don't know whom the primary contact should be b) do not know which department is paying for the work and c) do not know which portfolio to place the request & project
