Allow All users to search all components of custom forms

Currently only administrators bring up results from custom form information. My group often submits important searchable information in the custom form. For example, our demandgen group requests emails to be created and sent via a workfront request. In the custom form, they must submit a Salesforce Campaign ID. That ID is associated with the Marketo form. So, something comes up where there is a question about that Salesforce ID, it would be ideal for anybody to search within workfront to find the associated project and find out details.
