ReferenceError: _satellite is not defined because not getting the script with the url given in embeded code

Hello

If i call the header script like this then i am getting reference error for footer code because the js is not including

<script src="//assets.adobedtm.com/c40971348a5755fc4a791b7292e4479fa585f416/satelliteLib-62646ab551e3fc8ee28e35a55404ab851288f052-staging.js"></script>

if i call this js with http i am geting this file and error not found

is there any solution for how to call this url ? 

how to solve this js calling pblm ?
