How do I specify which language to use from dictionary?

Our site has multiple languages, including Chinese Traditional and Chinese Simplified.  I have a site for Taiwan which is suppose to be using Chinese Traditional, but it keeps using the Dictionary entries for Chinese Simplified.  How can I specify which language to use from the dictionary?
