DTM cookie split

Hi,

I'd like to segment/split visitors/visits in to 2 like %80 to %20 and show different remarketing codes to this different segmented users.

For example for users who are in %20 Code A will fire, for users who are in %80 Code B will fire.

I couldnt find a rule for this in DTM? How can i make this split? Any help will be really thankful.
