Campaign Stacking in DTM

Is there a way to implement the s.crossVisitParticipation Omniture plugin in DTM? I'm thinking that it probably means using a Custom Code snippet in the Rule, I'm just not sure exactly how to rewrite the plugin so I can access it.

You can add the plug in to the plug-ins section of the s_code in DTM, and then set up the code required to build out the string of campaign values right in the do plug-ins section of the s_code.
