Targeting using Experience fragment having language specific link.

Hi All,

The use case involves

1. AEM-Target Integration.
2. AEM is used to create and export the Experience Fragment to Target.
3. The Experience Fragment consists of a link to the language master page.
4. Requirement is that while this Experience Fragment is rendered through Target, the link should automatically point to the language in context. The language can be driven from the URL or some page cookie.

Could you please please suggest the best possible solution for this ask?
Shall I write inline scripts within the Experience Fragment template or write a profile script?
Is it a valid use case for Test and Target?
