Site wide experience targeting

Hi,

I want to implement some css style changes to some elements on the website. It is for nav menu and so it has to be site-wide. But in Target, it only allows me to select one page at a time. Is there a way I can create 1 activity that can apply to the whole site/all pages of the website.

Looks like the help article has not been updated recently. I see a menu point Page Delivery where I can add patterns but it does not roll out to other URLs :-(
